Minis follow a protocol. They are part of the canons of the OFUs and the PPC, and we have rules about where they come from and how to adopt them.
We just recently had a discussion about mini sources, and requiring them to have come from a published, written thing. Tawaki has been asked to not do this anymore before, and he is still flagrantly disregarding that request. Also, when Tawaki makes these posts pulling minis out of the Void or wherever, it sets a bad example for newbies, and encourages them to also not follow the rules. He is not entitled to follow different rules than everyone else.
Additionally, making up minis (which is essentially what is happening here, regardless of whether Tawaki actually found these from badfics or not) is disrespectful to the writers who actually put the work into writing an OFU for their fandom and using them as staff, or into a mission to a badfic that spawns them. It deprives the legitimately-discovered minis of their uniqueness.
So for the record, everybody: Minis must come from a published story somewhere in the Canon Protection Initiative. They cannot be adopted or placed for adoption just from being noticed somewhere.
