I'm not sure what you mean by commendable skill though - all I did was make it a little less glowing in description of Mulhoon.

Consider this a formal request for Permission. You've met my Agents Mulhoon and Render, and they're itching to get on with the missions.
Well, no, they're really not, but sucks to be them, eh?

You show commendable skill at (and willingness about) editing when there's a problem. So you can have permission, on the condition that you find a beta who's familiar with PPC canon, in case you make any (minor, I'm sure) errors with respect to the Original Series. It's not uncommon, and I've had a great time sorting out some of mine. :P

1) Perhaps "utter idiocy" would apply? I think that counts as a crossover, although I could be wrong. "Stealing lines"?
2) Gamp's or something. Ask Hermione.
3) Probably you are.
4) I think they're supposed to be a bit taller. Couldn't care less about the nance, though.
5) What's accepted procedure for a crossover with no Sues? How do you make the author wraith manifest to readthe charges at it?
*has a feeling this is in TOS, but is too tired now to go look. Will feel very silly if it is.*
Do I have Permission, and if not, what do I need to do to get it?
Not a PG, but I think you need a writing sample.
