Maybe somebody like Bruce Springsteen in "Born in the USA":

Brought up a good turian girl on some nowhere colony, serves out her tour on the Batarian DMZ, comes back home expecting to find an honest industrial job waiting for her and maybe a chance to start a family... only there's no jobs, or much of anything else in a Council Space increasingly tepid on expansion. Enter Gul Rillek or one of his underworld buddies.

The big problem with this is turian special forces don't sound like the sort of posting you'd take expecting to leave in a few years to finish up trade school and pop out a few kids. And while she doesn't need to be Shepard levels of professional, it's doubtful Gul would hire and retain just any common soldier.

Really, though, there's only so far backstory can go when it comes to characterization. Consider the simple question of what Teron does when she isn't training or on an op- I could immediately tell you that Rel plays online fantasy, puzzle, or sci-fi games and often includes his mate and/or kids, while Gul writes dry, convoluted, and surprisingly bloody alternate-historical fiction. But for either Cerberus/ or hard-luck/Teron I have exactly no idea.
