Even if it didn't have a primary source before, it definitely has some now, and those stories featuring mini-Rayquaza are currently the only sources describing what Pokémon minis appear as during a mission. Even if the original mention was inspired by the Minis page on the wiki, and there's no real way to confirm or deny that at this point, that doesn't make the choice invalid. It's not terribly different from choosing a mini type based on another Boarder's suggestion.

I think that the unregistered user only making one edit aside from the one on the Minis page may support the idea that the original editor was a non-signed-in Boarder as much as it debunks it. It's entirely possible that the unlogged edits there predate the person in question's creation of a Board presence, or that the person just hadn't logged in when those edits were made. Speaking as someone who originally made unlogged edits before I started using my main account and tracked several unregistered users back when I more frequently edited the wiki, an unregistered user would normally only make one or two small edits, suggesting a similar issue of not logging in or a random Internet user correcting a typo that was bugging them, or they would make several in a string and then vanish, which occurred for any number of reasons.
