Discontinued fics are perfectly acceptable as mission targets. This one seems a bit short to me, but since I've never actually written a mission, I don't have room to comment.
As far as quality goes, I'm not familiar with the canon, but a recurring OC who shares traits with the writer is never a good sign, and the bit I read seems to have a drastically different tone than the actual series.
So I found this, it is in the Ah! My Goddess Universe, and I'm not sure. Here it is. Spelling/Grammar was not perfect, but not terrible either, but there are major breaches of canon. The OC is a made up entity that has more power than the Almighty One. Who in universe is God. So very blatant Sue. But the story has been discontinued. So I am not certain if it is mission material then. The breaches of canon are very bad though.

Even in that short bit Hild is very OC. Tone is drastically different. Angels do not work that way in canon, the entire Hidden One is wrong, they do not exist in the canon. The three sisters being on Earth like that is just wrong. There are a few other breaches too. I also think it makes light of both Survivor's Guilt and Depression. And the OC is definitely a Stu. Even at a minimum he would have more power than the three Goddesses and by the words probably more than the canon's equivalent of God.
Of all my fanons, that was the one I was least expecting to get violently angry about. In fact, that was the only time a fic got me angry. Usually its more of annoyance if anything.
