Hoover happened to be in office when the Great Depression hit. It does not matter what else was done, that alone would make him reviled regardless of anything else he did. I think there is also a question of how much of the recovery was FDR's New Deal and how much of it was World War II, wherein the US's factories were put into overdrive, not to mention the draft. I do not know the full numbers, but I suspect between those two things a great many of the unemployed were reemployed.

Personally I am more partial to Lincoln being the best President, though there are certainly good arguments for most of the presidents.
