No. Eevee's evolutions are only formed from Eevees. Vaporeon: Water Stone. Jolteon: Thunder Stone. Flareon: Fire Stone. Espeon, Umbreon, Leafeon and Glaceon, I have no idea.

I believe that they can, but don't quote me on it.

It has eyes though. And a mouth. And presumably ears so that it can hear what it's trainer is saying.
