It's not that it requires raw power, it's that it needs a very specific mental state to get it to work properly. So it appeared to me, at least. Besides, I'd always assumed that it was more that Harry was thirteen when he got the hang of it that was exceptional, rather than the inherent difficulties of the spell itself - you'll recall him teaching it to the DA during fifth year, and Luna's in the year below him. Or possibly two years below. Luna never gets enough credit.

Also, I am deeply, deeply amused at the idea of the Notary's Patronus being a perfectly ordered filing cabinet.
