After all, souls are energy-- or at least, given that Cas once tapped into Bobby's soul to help rejuvenate himself a little, as far as I can tell --so I think that the Grace would eventually dwindle down into an approximation of a soul, assuming you're talking about angels who're cut off from Heaven rather than ripping out their Grace. For example, we know Cas slowly but steadily lost a good chunk of his powers over the course of the time he was cut off from Heaven, both in the 'correct' timeline and in the Endverse. However, even in the Endverse, he seemed to retain a few of his heavenly gifts-- being able to know instantly that past!Dean wasn't 2014!Dean, and so on --so I don't think it's an equivalent exchange.

As for regaining Grace as a fallen angel who's ripped it out, we do know that Anna's human body was basically destroyed because of Grace-overload. I think it's rather like overloading a circuit: put too much power in and it blows. Perhaps that much Grace obliterated the soul, and then rushed in to fill the void. Alternatively, since Anna was able to hear 'angel radio', maybe a small amount of Grace remained within her, acting as a sort of pseudo-soul until she got her powers back.
