It's a compound which would literally mean 'thoughtless', which is quite close to 'fool'. You could also have 'pengolu', 'wisdomless'.

Neither of them are quite as pithy as the Japanese, sadly. How about 'ungely', 'without any lore'? Of course, that's pronounced 'OON-gelly', rather than with the English 'un' sound, but it does look like...

... actually, it looks like a Northern or Scottish dialect term. "Aye, he's a bit ungely, if you know what I mean...'
