Historically, audio-visual projects can attract infinite writers, plenty of voice actors (I think you're talking about something voiced? It's hard to tell for sure), and only a couple of artists who end up not doing anything beyond maybe some concept art.
I say this as the creator of what I think is the only PPC A/V project to actually create a finished product, in this case the OFUM trailer. I solved that problem by doing all the art myself, and doing it in advance of getting the voice-actors. That way all the responsibility fell on the one person I knew was dedicated to the project, myself.
One possibility is photo manipulation; something like this might work:
That's a simple Posterize effect, but it gets something of the pixel art look. I dunno.
As far as the story goes, I assume you're thinking of a PPC-themed tale? To avoid actually murdering agents, how about something like an agent reaching the end of their mission, only to find the Suvian has already been killed? Possible suspects spring readily to mind - the Spy who reported the mission, a rogue agent, a disgruntled ex-partner, another anti-badfic organisation, a canon who's found out what's going on - and if you have the affected agent as the defendant, you get the very PPCvian scenario of a 'trial' where the SO really just wants them to complete the paperwork for their kill, but their not-actually-a-defence-attorney is desperate to prove that Someone Else Did It.
SO: So if you can just finish your report, Agent-
N-A-a-D-A: OBJECTION!
SO: ... you do realise this isn't a trial.
NAaDA: And yet, by insisting my client is guilty--
Agent: I'm not actually you're client.
SO: I'm insisting no such thing.
Audience: 'Guilty' of doing her job?
NAaDA: -- you have MADE IT ONE! And I will go to ANY LENGTHS to prove her innocence!
Agent: You really don't have to do that-
NAaDA: [Swooshes out]
Agent: ...
SO: ...
Agent: Y'know what, I'm just going to let this play out.
Audience: [Popcorn]
... or something along those lines. This isn't a full plan, just a suggestion for a possible starting point. It seems more PPCish than 'Huinesoron has murdered Cicada, but Neo Skater thinks Iximaz did it instead'. (And as recently stated, murder isn't all that funny.)

We try to keep the wiki pages on different canons to only those with missions into them. While there are some that don't fit this description, they're generally from a while ago and now and then one is found and removed.
If you really want a page for this canon, I'll give you the advice we generally give in these cases: why not get Permission and write a mission set there? Alternatively, if that's not something you want to do, you're welcome to turn this thread into a discussion of the cartoon and its badfic! While we don't make wiki page for canons without missions, we're definitely fine with hearing about them and badfic set in them. Maybe you'll even inspire someone to watch the show and/or take on a badfic!

I now have many questions!
Where is this? I'm assuming this is not World One, and yet Will has clearly spent time in the aforementioned World One. If Will's a mage, and "mage" is a reasonable mode of address for him, what's Heather? Where can I find myself a nicely-quilted suit of animated rug-armor? What has Will told Heather about the Imaginary Viewers? And most importantly, where can I read more? I rather love these peoples' interactions, and I'd love to learn more about their setting.

I asked about this a while ago, only it was for UNDERTALE. Judging from my faded memories of that and what I know of these pages, I think that the rule is this:
- Avoid making continuum wiki pages for continua that don't feature in any PPC fiction.
So if there are no (canon) agents from the continuum and no missions into it, I don't think making a continuum page would be a very good idea.
I don't really know, though.

Thank you for your answer and the clarification regarding the RPFs, as the PPC wikia page’s explanation is rather scant and a little bit too ambiguous for me. Your answer stops me just in time from posting something that I would regret later. Since most of the possible badfics I have in mind are RPFs, I would never suggest them for sporkings. Although, I might take up on your offer on discussing it in this or an ordinary badfic thread, if I do have some free time and enough courage to do so.
In the meantime, I might try to find badfics from the more conventional fandoms, particularly the Doctor Who or BBC-version of Sherlock ones for proper recommendation.
Once again, thank you for helping me. I truly felt honored that someone whose handle-name crops up very often in some official PPC documents and Fics would be the first one to respond to my first post. Please consider that as a compliment.
On a final note, how do you italicized words in the posts here?

We don't have admins for the Board, per se, but I am what you might call one of the Experienced Ones. {= )
To answer all three questions at once: The PPC's general stance on Real Person Fic about living people is that it is in poor taste regardless of subject material, since by writing it you purport to know something about the private lives of the public figures you're writing about. That claim is... dubious. {= ) That means it's equally dubious for us to imply we know them better in a sporking (also a type of fanfic), though, so we don't spork RPF anymore.
That said, you're absolutely allowed to complain about it, because bad writing is bad writing. This thread would be the place to do it. I don't know who here might also be into Hannibal, but there are probably one or two of us who are. If the subject matter of a post is NSFW, just make sure to do what you did for this post and mark it as such. And, of course, remember to discuss sensitive subjects with sensitivity and respect.

Greetings. First of all, I am new to this board and my only mileage so far comes from reading the Jay and Acacia Original Series, the FAQs and the Constitution, as well as other PPC works. Second, please do not be offended that I do not disclose my real name nor my usual handle here, as I would like to stay as anonymous as possible. For correspondence purposes, you may refer to me as AnonymousInformer or AnonI for short. Third, I would like some clarification regarding Real-Person Fanfictions and the PPC’s stance regarding them before I post information about a RPF Fic that I highly suspect to be a particularly nasty Sue Fic, in my opinion at least. I would highly appreciate any Boarders, although I do prefer the experienced ones, such as Admins, that can answer these questions.
First question: What is the general policy of the PPC and Boarders toward Real-person Fanfictions that has potential to become a Sue Fic as well as depicting gratuitous sexual abuse and possible misconception of BDSM? (I am terribly sorry if these topics are not allowed to be mentioned here due to the kid-friendly nature of this board) Specifically, are badfic recommendations of these kinds of Fics allowed or not?
Second question: Which thread should I go to to post a badfic recommendation in order to get said badfic sporked if it is an RPF?
Third question: I am still not sure wether the Fic I was planning to suggest is suitable for sporking. In that case, can I still post that Fic in the appropriate Fic recommendation thread?
I do not intend to stay in this forum for a long time and I will definitely not become an Agent nor write any Missions Fics, as the only reason I will be posting here is just to “point out” a certain Fic that may require sporking. Therefore, I apologize in advance for not providing any personal details or interests, other than that I am a fan of the NBC-version of Hannibal (which is related to the Fic I referred to so far), to preserve my anonymity.

Morgan and the Notary came up behind the Aviator as she stared out of the doors. "That... does not look like Soho," Morgan managed.
The Notary sniffed. "Really, Tigereye Castellan; I thought better of you." Her slender finger stabbed out, indicating a dozen different points in the view before them. "Compare the major points of interest with the key features of Soho, and I think you will find there are far more similarities than differences. Ergo, the sensible conclusion is that this is, in fact, the concisely-named region in question."
Morgan stared at her, but the Aviator got there first. "I already regret asking, but why do you have an encyclopediac knowledge of the districts of London?"
The Notary made a sound best described as tsk. "Because, unlike some everybody else, I spent the trip here on research."
"You spent it bickering with White," Morgan pointed out. "And seriously-"
"I never bicker," the Notary said primly. "I correct."
"-seriously," Morgan repeated, "how can you look at that sky, and those... those things, and say this is Soho?"
The Notary leant past the other Time Ladies and peered up at the shattered reflections that made up the sky. "I understand the 2020s were a troubled time on Earth," she said. "This seems about right for human incompetence."
The Aviator gave her a long, level look, then turned deliberately to Morgan. "Could it be some kind of paradox effect?" she asked. "Xan did say 'watch the mirrors'."
"If it is, it's a weird one." Morgan put a foot carefully out through the door, testing the ground for solidity. "Well, it feels like tarmac... come on, no good standing about here." She tightened her sash, checked her pistol was in its holster, and stepped out into the street.
It was quiet - even quieter than the cliche 'too quiet'. The agents walked slowly along what should have been a bustling road, past parked and abandoned cars. None of them looked at the sky. Apart from them, the only movement was the shifting, twisting things dotting the pavement.
"Have-?" The Aviator winced, and softened her voice. "Have either of you ever seen anything like them before?"
"Vardans," Morgan replied instantly. "They attacked Gallifrey once - you might remember, Grey. They had a form that looked similar - sort of like crumpled tinfoil."
"Not... that similar," the Notary said, uncharacteristically subdued. "These look more like... well, like broken mirrors."
"'Watch the mirrors'," Morgan recalled. "These things?"
"It seems likely," the Notary agreed. "What do you suppose they've done with the populace?"
"Ah... Orange?" The Aviator had lagged behind, and was scanning one of the kaleidoscopic forms with her sonic. "I think... I think they might be the populace."
She fiddled with the screwdriver's settings for a moment, then flicked it on and pointed it at the thing. The lazily whirling shards slowed to a crawl, then stopped; in their silvery surfaces, the trio saw the shattered reflection of a man in a suit, holding a paper coffee cup. The steam from the cup hung in the air, frozen with its owner. The man's expression was blank, vacant - peaceful, in the way a graveyard is peaceful.
"At least they don't seem to be suffering," Morgan said after a long, contemplative pause. "That's got to be better than the alternative."
"Well, yes, I should say so!"
The new voice came from behind them, and the trio whirled to see a man standing there: big hair, big eyes, big smile, and a very big scarf. The Aviator's jaw dropped; Morgan coloured and looked away; the Notary did her best to project polite indifference.
"It's not saying very much, though, is it?" the Doctor went on, seemingly oblivious to their surprise. "I mean, a cooking pot is better than a fire, but you wouldn't want to live there."
"Er... no." The Aviator glanced at the other two, then took a half step forward. "Which is why we're here, to try and fix the... paradox." She did her best to avoid turning the statement into a question, but her voice still drifted up a little at the end.
"Weeeeeell, hardly a paradox," the Doctor demurred. "Not a patch on the sort of paradoxes we used to get when I was small, at any rate. No, I'd say this is something far more sinister. Sarah and I were-" He stopped and looked around, his eyebrows rising in surprise. "Sarah? Where has she got to?"
Morgan coughed and stepped up beside the Aviator. "You were saying, Doctor, that something sinister is happening?"
"What?" The Doctor kept scanning the street. "Oh, yes, of course." He turned back to the trio, but his eyes remained troubled. "I'm terribly sorry," he said, "but I seem to have misplaced my companion. Sarah Jane Smith - lovely girl, very good at running. You haven't seen her, have you? I'd hate for something to happen to her; it would be awfully inconvenient."
((Obviously we're Some Time ahead of the Reader here, or at least in some form of altered temporal state. I too have a few ideas; Zing, I'll bounce them to you now, and maybe we can set up a notes doc for Iximaz and anyone else who wants to get in on the writing?))

Project Idea: PPC Ace Attorney trial! by

Here's the pitch: "What if we created an Ace Attorney case with us Boarders as the characters?"
I'm serious. Perhaps we could make a whole fangame out of this!
So if you don't know what Ace Attorney is, it's a visual novel where you play as a defense attorney who tries to get their defendants acquitted in murder trials in a world where court proceedings last a maximum of three days. It's divided into two segments: Investigation, where players look around crime scenes, talk to people, and collect evidence and information to use in court, and Trial, where players cross-examine witnesses, answer questions, point out contradictions, and present evidence in order to build a solid case for the defendant. More information can be found on the wiki, but if you want a more detailed explanation of the gameplay without plot spoilers, you can ask an Ace Attorney expert!

Here's what we'd need:
- Enough people to play all the roles.
- A LOT of custom art assets.
- Enough brainpower to plan out a scenario where it would be plausible for the defendant to be wrongly accused of murder, for the real murderer to pull off the crime, and for the defense to have significant difficulty unraveling the real murderer's lies in court.
- Enough secrecy so that the people who want to be in the game can write all their character dialogue and motivation, but the people who aren't on the production team don't know what's going to happen in advance. (Otherwise the game would be too easy.)
- Someone who can work with the engine I have just presented. I haven't actually looked at the engine, but it's a fan-oriented project to help people make Ace Attorney games so I imagine user-friendliness is pretty high on their priority list.
Here is a brief overview of the roles:
- The defense: The protagonist. A defense attorney whose goal is to get their defendant acquitted!
- The prosecution: One of the antagonists. A prosecutor who will fight for a guilty verdict and resist the defense! They may also resort to legal technicalities to make their case.
- The judge: The judge who will deliver the verdict and manage the proceedings. Most of the time, judges in Ace Attorney side with the prosecution more easily because that creates more drama and difficulty for the protagonist, but whoever takes the role can choose not to do this, so long as they don't make things too easy for the defense!
- The victim: Of the murder. This is a crucial role.
- The defendant: The one accused of murder and the one the defense must acquit.
- The real murderer: Arguably the main antagonist. The one who committed the murder and is trying to get away with it. They get exposed in the end.
- Other roles: A cast of characters who provide crucial information the defense needs to turn the tables, either by talking with the defense in the Investigation or testifying in the Trial.

- Me, Neo New Skater. I can be pretty much anything as long as I get to be weird and/or hammy and get to say "OBJECTION!" at least once. I also have played the first two Ace Attorney games and can provide advice on how to make this truly Ace Attorney. I might also be able to help with the programming: I've never seen the engine before and my experience with programming is minimal, but I think I understand enough concepts to be a little helpful in this regard.
- Cicada. They wouldn't mind playing dead as the victim.
