I think it is the difference between playing a video game and creating a video game, actually. Since one is experiencing what another has created, versus creating something yourself. I have never created a video game, but I know a good one from a bad one, when I play them.

A Permission Giver needs to be able to distinguish good writing from bad, but you don't have to be a writer to do that. The Permission Giving process has little to do with their abilities as writers, but everything to do with them reading.
