I am beginning to think that Jay's annoying habit of 'selective deafness'* and questions are really a brain defense mechanism. (Ie see question above and don't think about Hedwig- too late).

I think he was either the first Time Lord or one of the founders; my knowledge of Classic Who is very limited.
He's one of the three founders of Time Lord Society (The other ones being The Other and Omega). And he makes an appearance on The End of Time...
that isn't by the same author who wrote that Hagrid/Hedwig...thing I reported on a couple of weeks ago.

The story seems to be suffering from South Park Syndrome: it considers being random and offensive the same thing as being clever and humorously edgy. Sometimes it works. In this case, it most definitely does not.
