You are allowed to claim before getting permission, just can't publish PPC stuff before getting permission.
It is highly suggested you read everything you can get your hands on PPC-wise before asking for permission or writing anything so you have a good idea of what's been done before and what hasn't and so on.
Of course, you can't read everything, but it's fun.

I was looking at the Unclaimed Badfic page on the Wiki, and saw that there's a series of The Great Mouse Detective badfics. Would it be possible to pre-claim those fics, given that I don't have permission yet? The Great Mouse Detective is one of my most favorite Disney movies of all time, and I'd greatly relish slaying the 'Sue that dares to mess with it. I'm not asking for Permission to begin writing; I just want to know if I can reserve the right to claim these 'fics.

It's one thing not to share our sense of humor, but if you're really as torn up about all this as you make it sound, I suggest in all seriousness and with all respect that you seek professional help--not because you're different from us, not because we don't agree, but because, to my mind, it is just not healthy to feel so bad about things that aren't real. It especially worries me that you think you have to stay here and do what we do even though you keep saying how uncomfortable it makes you feel. There is no good reason for that. I feel like there has to be something else going on in your life, and as much as we'd like to make you feel better, we really can't help as long as your troubles are deeper than simply not getting the jokes.
Please consider it.

Why not just use the Embryo Extraction Kit? It's already there in PPC canon, so why go looking for what's essentially redundant tech?

So technically (Well, if I'm reading this right), you could use an artificial womb-like structure to transfer the embryo to, and therefore not have to worry about involving a surrogate mother.

I think that the PPC does serve a quite valuable purpose. It shows what's wrong with certain stories- SPAG issues, Mary Sues, etc- and then, most importantly, tells you how to fix it. I know I have a few badfics in my past (I started out doing HP fanfic, but have never returned to it, thank Glod), but a few things helped me get better at writing. One was taking a creative writing class Senior year of High School, but the other was finding people who consistently wrote goodfic (bitemetechie is a primary example of this; she's a genius at it). The PPC helps spread the fact that there are, in fact, goodfics out there, since the missions themselves are (hopefully) meant to be such things.
As for the second question, I think it's honestly how the person reading the missions takes the intent (having fun and spreading goodfic)and what they do with what they learn: Mary Sues are bad, good grammar is non-negotiable, etc.
I know I'm just rambling here. Take it as you will.
