Unless she's actually the Lucy, it might be more interesting to give her a name that sounds like an australopithecine might have it. More interesting, though Lucy could always be a nickname.
You can actually find sentient English-speaking australopithecines in at least one canon - the Engines of Light trilogy by Ken Macleod. So it would be a bit silly to say you couldn't use one.

We've been working our asses off every day—the Extreme Subdivision of Underpowered Species might not have many goodfics to focus on, but when we do, we go for quality, dammit!
Besides, it's hard recruiting characters to our cause when Maz keeps trying to eat them.

Ha - trick question! It's both. And they regenerate automatically, so blowing them up even counts as torture!
What I really want to know is: what methods of exploding them can you think of that will also force them to become more Sue-ish? The Department of Geographical Alteration has to deal with canons too, you know, but we don't like to alter our idiom too much. The Sunflower Emperor likes us to stay on-theme.

Thinking circles around the enemy is what the PPC does best, not blowing them away with BFGs. Just something to keep in mind. {= )
To actually answer your questions:
1. It's still Zim. Centaurs live a pretty long time, I reckon. Also, I believe he was created by Delta Juliette (formerly known as Techno-Dann) and she's still around, so it would be fairly rude to just up and oust him. Generally speaking, it's best to show respect to what came before you.
2. We've had sentient, English-speaking dinosaurs, Pokémon, and at one point a vending machine. An actual hominid is practically tame.
3. It's possible someone might've picked some up in a fic and pawned it off for something they could actually use in a job that requires stealth, I suppose. I like the idea of your Australopithecus using it as a jungle gym cum stress ball, too. Rule of Funny says yes!

It's not a Fallout character, but I'd imagine a few suits of T-51b would come in handy.
The character I'm creating is one of the Armoury staff, an ape called Lucy who has a slight fascination with big guns and likes to climb over the armour and hit it with a wrench when she gets stressed. I was asking about the Armoury because I'm not sure if I can make her the head or just a senior agent.

So, I'm working on an idea for a support character for the PPC to use in my stories for when I get permission, and I have a few questions for you guys, gals and general PPCers:
1. Who actually runs the Armoury these days? The wiki says Zim, but I haven't found any mention of either him nor the Armoury in a very long time.
2. Is the idea of a sentient, English-speaking Australopithecus too wacky for the PPC, or would I be allowed to do it?
3. Does the Armoury keep power armour in its inventory?

That is, C and Lu do. Well, okay, Steele drugged them and forced them into it. She has since completely revised her appearance. (For once, she does not look completely unusual. She disapproves of looking like a normal human.)
How should I do the interviews?
Oh. I should maybe mention Lu's... physical quirks.
She is seven feet tall with a prehensile tail which serves as a five-and-three-fourths-foot bludgeon. Her tongue is similarly prehensile, and able to extend maybe a foot out of her mouth. She also has three-inch claws instead of fingernails, natural armor on her arms, and a scaled lower body. Lu happens to be very, very, very good with a halberd.
On the other hand, it's not so easy for her to move quickly without her specially-made heels (about three inches high, but with a very specific shape). So without those, she's a lot less effective at staying alive. Feel free to deprive her of these at least once.

Well, obviously, the first place on my list of dream destinations is Japan. The week I spent in Tokyo last year was one of the best weeks of my life, and I want to go there again. (Check the "spring break trip" tag on my Tumblr if you wanna see pictures.) I also told my dad I'd take him with me next time I got to go; my mom came on the first trip, so it's only fair.
I'd also like to see a handful of places in the Middle East, but sadly those will have to wait until I know I'll be safe as an American in those places.
France would be awesome. I know all the cool stuff and most of the population is in Paris, but honestly I'd be happy if I got to visit any part of the country. Now if only I spoke French...
