Well, being newish, I'm not entirely sure how all of the departmental stuff works, but... Well, assuming you have permission and you're using DAVD as your model, why not look into forming a new division of the Department for that purposes? Like I said though, I'm not positive of all the details, so it might be counter-intuitive for DAVD to have field agents. In which case, please ignore me/logic curbstomp me as you see fit. ^^

That was the idea...though "Disturbing sex acts", or something similar might be more like it. Like I said, DAVD would probably be my model, except they're observation only.

Maybe you could create a new Department or Division (with PG approval of course). The Department of Implausible Kinks or something like that.

Handling it that way, via implication and not explicitly mentioning the PPC itself, could work. It'd definitely be more possible. I'd think the legal stuff and the like would only come into play if you specifically said "main character joins the PPC" at the end of the book. Could be tricky if you then had the character show up as an agent in a PPC spinoff, but that idea would work better than what I thought your idea was at first. Especially since it leaves it open to interpretation about if it's actually the PPC.

If I am meta, I will not attempt to use my lack of a fourth wall to cause harm to others. If I accidentally break my fourth wall, I will live with it or neuralyze* myself, without attempting to use this to break other people's brains.

... necessarily mutally contradictory... are they? Might be even dumber, then, to try to introduce gods who may or may not be the same people~
So I think that would qualify as a Very Bad Idea, yes?

You could maybe hint at it? Like this...
"In the end, so and so was recruited to join an organization dedicated to preserving the well-being of literary characters."
Make the references vague, and don't mention stuff that will need a lot of explanation later. It is the epilogue, right?
*grin* Just don't mention the PPC by name.
