1. Am I allowed to have four agents and a dysfunctional techie/psychiatrist in the same RC?
As someone pointed out, it might be a bit much. I would recommend to keep a low number of characters, to allow in-depth character development. A psychiatrist would be a good idea though: the PPC needs more of them, I think.
2. Can my agent have gone to an OFU even if I haven't officially registered them in RL?
I suppose so.
3. Can I have a plover named Fred the Plover appear out of nowhere, crash into something, and spontaneously combust every time someone mentions his name or barbecue sauce?

4. Is skinning a feline Sue while they're still alive a breach of the 'no torture' rule, or is it okay?

Depends which hero, but very few would stand a chance against a balrog.

While I'm sure that it's pretty clear that most of the PPC have an open disdain for Mary Sues, there are probably some who are more hateful of them than others.
Or maybe this has been used before but I just haven't caught it yet.

it would depend on the hero. if it was Odysseus, he would probably try to trick it, and get burnt to a crisp. the answer to #6 you could probably find in one of the "history" stories. i think i saw something about an RC that had had the number covered with posters, so i would assume the answer to be yes.

Laser beams, a built-in grill, and anti-Sue-and-Fangirl gun turrets, among other things the headvoices refuse to tell me. Oh, and a wok extension. The comment about the frying-pan-proof helmet not being wok-proof gave them IDEAS.
