[[Disclaimer: Baron Huinesoron is not me. He’s antagonistic towards the barons of Iric, who I think are some of the nicest people in the PPC. He’s prone to pomp and circumstance, which… might be me. ;) He tries to claim power in various areas, whereas I, quite frankly, would rather have none. So, with that said…]]

Oh lonely land
Oh quiet streets
Oh mighty Wattufs
Oh Ozerbord, we sing to thee!

Huinesoron, Baron and Knight of Plort, Protector of Ozerbord, Custodian of Fanvik-Whirl, Marshal of the Order of Udisc, Scourge of the Marizu, Friend of Medellurth, &c &c &c greets the Council and all visitors, and wishes to make these statements:

On Makari: The continued absence of Baron Makari, whose barony includes the largest city and trade-port of the Republic of Iric, is cause for serious concern. We propose that, as has been done in the past, her barony be dissolved. Its territory should be passed to Barony Dann.

Since this act will render Barony Dann the largest by far of all the baronies of Plort, it is our further proposal that the regions of Barony Dann between the Auriantym Mountains and the Kar’eer Forest should pass to Barony Cassie; the border should run directly south from the western limits of the Kar’eer. The possibility of some division of this territory between Baronies Cassie and Neshomeh may be discussed.

On Araeph: Baron Araeph’s repeated and lengthy absences render her status as baron over the cities of Borrd and Vaekew untenable. We propose that Barony Araeph should be reduced in the following fashion:

-The regions lying to the north of the western spur of the Larninkurv Mountains, the city of Borrd, and all lands between Borrd and the mountains, should pass to Barony Cassie.

-The land between the Larninkurv Mountains and the Lhawgin Heights, including the city of Vaekew and all lands south of the river, should pass to Barony Neshomeh. Baron Neshomeh should then be charged with the duty of restoring this region as swiftly as may be to its ancient status as the independent Duchy of El-Jheycom; the notion that warlike Chaett can be recreated as the Republic of Iric, while peaceful El-Jheycom is forever dissolved, is nonsensical in the extreme.

-The farmlands along the border between Baronies Araeph and Phobos, together with the costal woods in their entirety, should pass to Barony Phobos.

[[OOC note: you may notice a certain amount of El-Jheycom activism in the Baron’s statements. Remember, though, that no-one outside the EJ underground even knows that Kaitlyn was made Duchess - and the EJ underground have kept themselves fairly low key. Unless you’re in the underground yourself, do your best not to act on or mention knowledge you don’t have!]]

On Iric: The closed borders of the Republic of Iric give us cause for grave concern. Their control over the unregulated Chaett and Iric trade routes, the unmonitored levels of immigration passing through La Wunj, and the de facto control Iric demonstrates over the Tumblar trade route, render the Republic a clear potential threat to the security of Konti-Nyuum.

We therefore propose that Castle Pankae be rebuilt and fortified by knights of Borrd, Wechi, and Ozerbord, and held as a garrison against possible threats from Iric. A full survey should be carried out of both the people and lands of Iric, and the records updated accordingly. Furthermore, the various trade routes should be placed under the authority of the Baronial Council, and taxed accordingly, said taxes to be used to improve the state of the western trade routes, and to fund the construction of a new port town at the Critta’ Gap.

On the ‘Tax Havens’: The difficulty with the ‘tax havens’, those regions of Barony Huinesoron located beyond the borders of Ozerbord, is quite simply: residents and guilds within these regions pick and choose which laws they follow, electing to pay the lower taxes of Ozerbord without assuming any of the increased duties the Refuge requires of its citizens and knights. The solution to this problem is simple: to place these regions entirely within a single authority, with no alternate set of laws to retreat to.

Accordingly, we propose that the lands between the rivers Wep and Gu-Gel and the Hustit range be ceded to Barony Phobos; that the land between the Hustit and Wattuf ranges be ceded to the Refuge of Ozerbord; and that the southern region be divided from the midpoint of the Mountains of Reverence to the coast, with the western half being ceded to Ozerbord, and the eastern to Barony Neshomeh and the Commonwealth of Wechi.

[[OOC note: basically, Baron hS wants the Calbeck and Trevaya mines, and is trying to buy off Phobos with Critta’, and Neshomeh with the Wurtplai mine and the town of Risersh.]]

Other Matters: We wish to express concern over the low frequency of assaults on the Marizu in recent times. As it is the duty of all Konti-Nyuum to fight against the dark arts of pla’tool, we propose that each baron should immediately raise an army appropriate to the population of their barony, and sail forth against the Marizu to wreak ruin upon them.

[[OOC note: This is just thematic fluff, really. But I couldn’t stop him. Sweet merciful, uh, Kanun and Spelin, this guy is obnoxious. I suspect he’ll get a bit less pompous when someone dares to contradict him…]]
