On the Wip-Friwep basin: Barony Huinesoron understands full well the grave circumstances that afflict this region. I myself have recently laboured long in the effort to preserve the former holdings of my long-departed friend Rohana, only to see her very home swallowed by the swollen earth. I, and my people, would welcome any aid Wechi can offer.

Let it not be thought, though, that this affliction is a new problem. Our northern borderlands have been plagued by such disasters since time immemorial. Who can forget the tremendous shaking of the earth which brought ruin to ancient Odolotos, second city of old Plort? The house of our earliest antiquities, the Theatre Leithian, the fabled Inn of the Unhinged Mind, the very Constitution of Plort itself - all were lost or threatened, and only the aid offered by Ozerbord and my own person saved anything from the crisis. At that time, Barony Huinesoron did not press its claim on Odolotos - which reticence was a clear mistake, for we doubt that Baron Phobos is even aware of its existence, let alone its historic import. The restoration of Odolotos which has occurred since the shaking has been solely as a result of Ozerbord's generosity.

Spurred by the suffering of my people between Wep and Friwep, I came to the Council seeking licence to aid them more directly - only to have them denounced as 'lawless', 'raiders', and 'smugglers' by one who ought to be aiding me, and who seeks to claim these fertile lands for himself. The actions the noble Baron would take against the suffering people are unthinkable. And though it is not even to be thought of that the honourable baron could be behind the crisis, nevertheless it seems that such unnatural disasters are the work of powerful magic or gods - and I can attest that they have not been directed against the people from my barony.
