Not everybody sticks their nose into every single thing in existence, Hermit. As a rule I prefer not to meddle in others' affairs – unlike you, it would seem. Not to mention that there have been no “weird ideas” concerning the Riding's governance – just Baron Phobos' usual, transparent attempts at a power grab, the Poor Cynick's suggestion of appointing an assembly of legislators, and Baron Eagleshadow's original proposal. The only “weird idea” is yours, that this frankly absurd Wechian way of governance should be further propagated.
Furthermore, your perceived grievances against the Baronial Council aside, I am a Baron of this Union and you will treat me with the proper respect.
Nonetheless, I shall answer your question: the general populace do not have the merit to rule themselves. Let it be that a series of tests shall be devised according to the qualities desired of the Riding's rulers, and whosoever passes them with flying colours shall rule the new country. That way, the rulers can be as many or as few as needed, for there is no doubt that this new country requires competent rulers.
