...have one again delayed my arrival to council. ((That and being on a journey deep in the wilds of California - I mean Kar'eer- with naught but my phone for internet access.))

The proposal for the creation of the Riding is a well-reasoned one, but there are some things that must be taken into consideration regarding the highlands of southwestern Iric. While the highlands are fertile, they are also dry, requiring care and skill to produce a stable crop. They do have space for more holdings, this is true - but not as many as might be assumed from a map.

I also wish to bring a proposal before the council - the drought of trade between Iric and Borrd has gone on for too long. As we are once again nearing the time of the festival celebrating victory over the ypurs, I propose that we hold the feast and formal ceremonies in the fair city of La Wunj. We have been too separate for too long, a greater exchange of goods, ideas, and people would only serve to strengthen our Union, and perhaps dispel certain misunderstandings.

((I'm assuming that southwest Iric is both high and in the rain shadow of the mountains of Wechi - as such, it's probably a steppe, and good country for grain... if you can keep the soil from blowing away in the wind.))
